Why I hate HIPA:
An actual phone conversation held by one of our clerks and an Ann Arbor area hospital:
hospital: "I'd like to check and see if a patient has a legal guardian"
clerk: "What is the name?"
hospital: "oh... HIPA laws do not allow me to give you that information."
Yep... more laws are a GREAT idea...
